For me $3200 is high because the butt pad is a turn off for me. Very unlikely it was ordered on a 16 gauge. Wood may have been cut also to add the pad?
Don't be just tuned in on remaining color and bluing as the most important part is the barrels, meaning the chambers and the bore. Most pitting removed with reaming is just in front of the chambers, so even a shotgun with remaining choke doesn't mean the bores and chambers haven't been messed with. If you can't have the bores and chambers measured, it's nothing but quessing on the value.
