I've been thinking about a similar question for a pile of 2 1/2" Vintager hulls that I want to reload. I learned from this thread that they are Cheddite hulls and I can tell that they use the BP Piston Skeet wads. The shot charge is 24 grams with a folded crimp. I'm still trying to figure out the powder or what i could use with good results.
The powder charge is 20.5 grains of a dark gray small flake powder. It resembles Bullseye in flake size but is darker and more uniform in color. It is also just a tad darker than Power Pistol. (I know that I can't identify a powder just by appearance but I can sure eliminate a lot of them).
I have a Ballistic Products recipe sheet for 2 1/2" "English" loads and their Bullseye 3/4 oz recipe uses more than 20.5 grains of Bullseye and their 7/8 oz load uses a little less so Bullseye looks like a promising candidate but they use Fiocchi hulls and a different wad.
I am still new to shot shell reloading but have been reloading rifle and pistol ammo for 30" years so I do know enough to not just start stuffing the hulls with whatever's handy.
Can anyone tell me what small flake powders look like Bullseye but are darker?
Can anyone suggest an alternate powder that would work for a low pressure load with my components? I have plenty of Clays and Universal Clays on hand.
