I recently did some research on this topic as I wanted to compliantly ship shells for testing to both Tom Armbrust and Precision Reloading. As mentioned above USPS and FedEx would not allow individuals to ship hazmat material. UPS allowed me to ship them as long as they were picked up from my home address, shell box was appropriately placed in an outer shipping box, and a limited HazMat label attached to the external shipping box, and it must go “ground transportation”. The downside is this adds significant cost and time to the process. I went to our local UPS distribution center and they would not accept the package because they ship via air. The staff there was very helpful providing all the regulations for an individual to ship limited HazMat packages. Neither Tom or Precision Reloading said anything about sending a label.
