I suspect there may have been a dropped digit, either a 1 in front of 1190, or a zero at the end, as those are numbers one would expect.
Green Dot in 28ga is somewhat odd, though common in 20ga.

It came out of The handbook of shotshell reloading by Kenneth W Couger. Published in 1984. I bet you are right.
