I have been researching it and it seems that the original literature indicated that steel shot was safe to shoot in any repro with less than a full choke. That seems to make sense given that these guns were made in the late 80s. Also most steel loads probably contemplate much larger shot size than that seen in most TSS loads, probably significantly so. Couple that with protective shot cups and tiny shot and it seems like low risk. I agree that it would be based on an individual's risk tolerance. That said, the idea of using the little 28 in this fashion might be worth some "measured" risk to the barrel.
