I would say not all laws are for all people probably more so back then it would be easier to get by with not being perfectly inline with the regulations. Could probably look at the letter and see where it was ordered or by who, especially in rural areas its more about who you know. I remember reading about a 10 ga magnum Parker built on a 6 frame many many years after the 8 ga was outlawed for waterfowl, I reckon they had at least a few extra 6 frames laying around that they could use even after the 1918 ban.
