The 28 gauge load I use for low recoil contain my standard target load throw of Unique and my "heavy" .410 load of shot, just over 1/2 ounce. Add whatever it takes to fill the shell and give a good crimp. This would be a bean of the correct volume or a .410 card wad, in my case. The lesser pressure of the light shot load will probably equalize the velocity of both loads. In the world of component scarcity, I may start loading this light load as my everyday 28 gauge load. These loads sound good, break birds well, and recoil way less than a factory 28 gauge target load.
