Short answer - The top lever being right of center usually means the gun has not seen so much use that the friction surfaces of the bolt and the bolt plate have worn to the point that would allow the lever to come closer to and pass a central point.

The position of the lever when the gun is closed is relatively insignificant unless the gun is loose.
