The guns were made in a factory setting by humans. I have seen stamping errors like this before. One part has a digit that is one number off in some way. I have even seen parts from surrounding consecutive serial numbers put onto the wrong guns because they were built right next to each other.
Being that the number in question is in the Thousands spot, the chance of it being a part mixup from another D grade gun is out of the possibility, which means it is just human error.

An engraver I know told me about a D grade Parker he recut once where the Dog had 5 legs. no joke.
