An FFL is an FFL. Period.

Unless you misunderstood their policy, there is absolutely no legal reason behind them doing that. True, an FFL can make their own rules as to who they want to do business with and not. But....

There is absolutely no way for an FFL to know how or where another FFL operates their business.
The receiving FFL copy is provided to the shipping FFL (or individual shipper), it has an FFL number, the type of license, a premises address and a mailing address on it. The validity of the license is confirmed with the ATF and that is it.
The nature of the business, or the nature of the addresses displayed on the license are in no way conveyed to the other FFL verifying the license.

I think you got something wrong in interpreting what they told you...
