How old is the pup?

I'm thinking the breeder was a bit lax in transitioning the pup from it's mother to solid food.

If it is less than about 12 weeks old try mixing a mash of warm whole milk and puppy chow (kibble) to about the consistency of oatmeal. Dip your finger in it and encourage him to lick it off again and again.
