Mike, as far as appearance goes, it looks okay. Is it sticky or flat in any spots? Is it hardening up? If it is still serviceable, I would be tempted to leave it as is. I certainly am not the 'voice of experience', but I did have a pre-war Winchester with a gooey pad. I bought a repro and had Larry Schuknecht install it. Galazan has a bunch of period reproduction pads. This is their '1922 Patent Winchester' pad. Good luck. Cheers!
