Without taking the gun to bits, it is difficult to say for sure what the problem is. However, many of these top bolts work against a V-spring that also tensions the top lever. It may well be broken.

The fix should not be too costly. But, you should take the gun to a qualified double gunsmith. And you won't find him at the local Gander Mountain. In CT, I recommend you contact Galazan's.
