As Daryl says, normal 28 gauge pressures are a bit high, 10,000 or higher. However, it's up to you if that makes you nervous. The powder company manuals may lead to lower pressures. I have loaded normal powder manual target loads for my Parker 28 gauge guns since 1960 without problems. I bought my first Parker in 1960, a 28 gauge. I probably bought my next Parker about eleven years later, and shot nothing other than the Parker 28 gauge and my Dad's Model 12 Winchester in the meantime. My 28 has plenty of rounds through it without damage. Yup, I still have and shoot it.
