A 1-frame twelve gauge Parker is not at all an unusual gun. After the 1 1/2-frame was introduced around the turn of the century fewer 1-frame 12's were produced but a few were produced through the teens and possibly into the twenties but those would be scarce.
As long as the barrel wall thickness is sufficient I wouldn't hesitate at all to shoot that gun.
The integrity of the rib to barrel solder joint has no bearing on the safe shooting of the gun but I would get it repaired none the less.
