Scott, as you stated, except for the 'pad' your VHE is "right as rain". It looks like you might have a problem with the ejector hammer in the forend staying cocked. Do NOT attempt to repair it yourself. If it is in fact, a problem, it needs to go to an expert in Parker ejector work.
That's an extremely nice gun and was made at the very end of Parker production by Remington Arms in Ilion, NY.

At one time I owned the beavertail forend from Parker 242262 which was a DHE or CHE.
