If I had to do such a repair, I would do so by turning a couple of small pins the size of the holes. But taper them by a hair so that they fit in snugly and then melt them both down with a .040" tig tungsten to fuse them to the surrounding metal.

Obviously a little dressing and re bluing would be in order.
