Welcome and thank you for posting about your gun.

Photos would greatly help in analyzing the overall condition of the gun as well as the markings on the barrels you mention. It sounds like the I struck weight is 5 lbs. 8 oz. and the steel type is Damascus which would mean at least a grade 2 gun. The. 18678 number is likely the order number. Other things you describe would be helped by photos.

Did the gunsmith who looked at it measure wall thickness? That is the major determining factor if the barrels are shootable or not.

RST offers low pressure shells for it if it is in fact good to shoot.

It does sound like there is some issues with your locks by the way you describe operation.
