This info comes from the NRA-ILA, Operation Choke Point, a Dept of Justice Initiative that attempts to shut down many categories of legitimate business' including ammunition and firearm sales (see page 9 of the second link). I am sure this has nothing to do with the current lack of smokeless powder or 22 rimfire on dealer shelves.
