You need to declare what is in the package to stay out of trouble. Then the carrier can tell you what they can deliver. Check with UPS or USPS.

If it's powder or primers then it requires a HazMat fee. If it's loaded in a shell then no HazMat. But into California, only the carrier can tell you what they can do.
