A Parker is not the most easy boxlock to disassemble/reassemble. Your answers:
1) When you tap out the bottom plate, the cocking slide will simply fall out with the plate (unless there is so much filth it sticks to the plate) With the plate out, nothing holds it in, so it's loose. Thus "catch it" means don't let it fall on to the floor. Best to have the gun laying on its side on the bench for this.
2) The tab on top of the safety transfer lever fits into the square pocket on the front of the safety's activation/detent slide under the tang. The only thing you have to do is make sure they fit together. Safety on, or safety off is no big deal. I like safety on position myself.
In doing all this always be sure you are not allowing the stock head to bash around on the action, etc. and chip out some wood. This is the nasty issue with taking a Parker to bits.
