can't tell you James - but looks very similar to the swivel mount on 32" Sterlingworth barrels i have

I wonder if it was a common design used both by factory and after market

I would say not original. The base is not aligned in the center of the rib and solder overspread is not evenly removed.

The only way to know for sure is a PGCA letter. I have a DHE 20 that letters with swivels.

Unfortunately letter doesn't mention swivels.
