Blued Top lever-How should I remove it?
 
Will vinegar work on it or is there something better?

I have a nice tub of acetone that my wood is still soaking in, I guess I could drop it in there?

Vinegar will work. But do not leave it too long. It can rust and damage the metal.

I like Birchwood Casey bluing and rust remover. And also Evapo-Rust. Both work well and do not harm the metal apart from leaving a slight grayish look to it.

I have stripped completely blued frames before and had them look not all half bad afterwards.
