Loading low pressure shells

Looking for info on reloading 2.5" 12 gauge low
Pressure shells in Federal paper shells. Also like to use
WAA12L or WAA12. Have plenty of all three.
Two questions: Seems like using black powder provides
More versatility in payload and velocity while maintaining
Low pressures, true or not true? Does loading a listed 2.75"
Load into a 2.5" shell with roll crimp change pressure?
Guns I'm loading for: 1900's vintage Levefer and
Ithaca crass. Both are damascus.
I do have a good amount of experience reloading
Short shells, black powder as well as loading for modern
shotguns. Just looking for as much info as I can find. I also
Load 2.5" 16's for two Parkers and one Baker.
