Not all that difficult.

Did you check to see if the extractor seats properly into its recessed cut out?

No. I can't pull the lifter down manually. I took the gun back today and he said there was a slotted piece that that could fit either way. He said he must have put it in reversed. Hopefully will not be a big deal. Thanks for everyone's suggestions. I will post again when I get it back hopefully working correctly!

Evidently it can not go either way...

He must be talking about the bolt. It must be in upside down.

can't tell until I see, but I can take care of it all, my work is warranty and will not alter original look of the gun even if I have to make a new part.

Here is the update. Got the gun back and it works perfectly now. Turns out there is a flat metal key or plate inside where the lifter slides. It can be assembled one of two ways. The gunsmith put it in reversed the the first time. Now everything is good to go. Thanks for everyone's input. I will post again with the next issue under a new topic.

You were correct! Thanks.

Thank you for your offer. I figured out the problem. The bolt was upside down. I saw your case hardening pictures. What do you charge to prep the metal and do the case hardening?
