I guess I need to figure out how close the barrels are in weight. And also if the forend needs to be redone for the 20g a barrels or if the 16 will work

The first thing to do is see if the barrels will just snap on

Be Very careful with this and take a minute and remove the Hook or you may have some real regrets here ,as The Barrels May Not Unhook Off The Receiver  ! Sometimes you get lucky and sometimes you don't !

So I have a 16ga vh 0 frame with 28" tubes that is currently being restocked by Brian. I recently acquired a 20g vh 0 frame with 28" sleeved barrels for a helluva deal.

I have very unusual stock dimensions and it is very important to me that the gun fits right and balances properly. My question is:

Should I pillage the barrels from my recently aquired 20ga to create a 2 barrel set with my newly stocked 16ga 0 frame?

or

Should I just go ahead and restock the 20ga as well. Side-Note: the forend would need replaced as well as it is not checkered properly.

Any thoughts and opinions are appreciated!

I would restock the 20 to your dimensions, resulting in two shootable guns.
Having 2 guns is twice as good as having one.
:)
