A lot of reloads look like that. It is not necessarily a sign of a double powder load unless you are suspicious of that.

I shot up a flat of Fiocchi .410-bore shells about half looked like that.

I bought a bunch of 8 gauge stuff off Guns International a few years back and in this menagerie of stuff there was a bag of about 40 reloads containing 2 ounces of 4’s . It took me awhile before I got my nerve up to pull the trigger on one of them . But in hindsight it wasn’t that bad , fast forward to ten days ago ! I took 15 of those shells and my DH 8 out to trim a tree limb that was about forty feet up and about as big around as a good sized man’s ankle . I got it down but it took me nine shots shooting almost straight up . That thing worked on me a bit .

For tree limbs, I use a Super Fox with #4 lead shot. I have a bag of the stuff with no use for it otherwise.

So no, I wouldn't shoot a shell that looks bad & I know nothing about. My hands, fingers, eye's & guns are worth way more than taking a chance on a single shotgun shell:shock:

If you use a Super Fox and #4 lead shot for tree limbs you MUST be a red neck; as Jeff Foxworthy would say :rotf::rotf:

I throw any of my own reloads that look unusual away. Have trial weighed suspect loads on a digital kitchen scale. Comparing to others same lot it shows up lack of powder well. Never checked any test double charges. Not recommending it though, better to toss suspect shells.

Just shoot it. I've shot some of my reloads that didn't fully crimp. But if you're reluctant then open it up and unload the innards and punch out the primer. I've done this many times on my reloads that come out like this
