Looking for low psi 28ga load

I have an early Flues 28 with 2 1/2" chambers. My buddy says I can shoot low psi 2 3/4" loads. I'm not totally convinced of this, can I and not loosen and throw the barrels off face? I have a variety of powders. Does anyone have a low psi load for either length hull? I don't mind shortening the hulls.

If you want new shells, RST. has the proper load with 5/8 oz in 2 1/2 hulls that you can later reload.
