they would be after market replacement barrels -
I believe they have been discussed before
photos of the markings on the underside would help ID them

do they lower the value of the gun.
That depends. Original barrels are expected and can be expected to fetch the best price possible.
If the prior barrels were too damaged to use, then the replacement is an improvement.
If the prior barrels were composite (e.g. “Damascus”), in good condition, and replaced for the sake of safety when EVERYONE was afraid of that kind of barrel but we know more now - then in my mind the replacement will be worth less or be neutral on value; depending on the buyer.
Never know unless the old barrels are found. And old barrels do get found here. There is a running discussion here for “lost & found”.

Parker 214991 was shown to be a VHE 16 (ejector gun). Do the replacement barrels have ejectors and if so do they work?
The original barrels were 26" according to the book, so if your set is a different length then perhaps a second set was added. But unless damaged, there would have been no reason to replace good VHE barrels except for another set.
Perhaps your originals are out there somewhere, or deposited in a landfill by someone cleaning out after an old timer passed on.
There is a thread where people can post for missing parts of guns. A one in 241,788 chance.

There was a set for sale on Guns International last week. I can't remember the particulars and the barrels sold.

If they are Austrian, they are most likely made by Hambrusch, which are first class.
