Charlie,
It souhds to me like you have a nice GHE that hasn't been out of the gun case for a few years. Moving parts need lubrication. I would suggest that you put a drop of oil on each ejector hammer, place the forend on the barrels, muzzle on the carpet. Now take a small block of wood that fits in the palm of your hand and push down on the ejector blades many times to work the oil down into the system, I will bet you that the hammer will catch and stay cocked at some piont, first one side then the other. This has worked for me on several old ejecter guns over these many years.
