If we could insure that every person that submitted an article or photo to Parker Pages grants rights to reproduce it, then I suppose they could be made available.
Sadly, the work has been done but it can't be released without a risk of being sued. I have read the news about how some individuals have had huge judgements against them for illegally downloading a song; scares me.
