There may be a strong possibility the last one to see the frames would be customs. As I recall the paper work is quite descriptive of the contents.
Might me worth trying to speak with customs. The receiver and butt stock assembly may have been removed to verify serial numbers etc. Then got separated from the barrels.
Just a thought.
