Yes it is if the barrels aren’t compromised. I shoot 2 3/4” shells in my 1898 DH with Titanic Steel barrels & 2 9/16” chambers all the time.
2 5/8” chambers were made for 2 3/4” shells, being 1/8” shorter than the shells, thus providing a better gas seal.
