It came out of The handbook of shotshell reloading by Kenneth W Couger. Published in 1984. I bet you are right.

There is good load data for HS-6 and CF AA 28 hulls also, have a couple pounds but havent tried it yet. Universal is great if you got it( still have a 4 pounder). I use 20/28 even though there are no published loads with it and old CFAA. I dropped the powder a little and shooting it in modern Ugartechea and Dickinson 28's

I like Universal, however it is hard to find. HS6 works well also.

I load 2 3/4" Cheddite or Fiocchi hulls with 3/4 oz shot and 14.2g Universal. I use the PT28 wad or the Sport28 wad with a 1/8" nitro card. They run 1200 FPS.

At various points in time due to supply chain issues, used Unique, Green Dot, Longshot, and HS-6 in 28g. All work well.
