While not 28ga I know my Fiocchi hulls take the Cheddite primers. There are some work arounds though using the smaller American 209s in European hulls if thats what you got on hand.

I use Fiocchi, Nobel and Cheddite primers in my Fiocchi 28 and .410 hulls.
