Another observation, many sources have told us the shortages are the result of hoarders and opportunists look to make a buck by gouging. Last year Gunbroker had lots of auctions along these lines, I remember seeing 16lbs of 700-x for $450 plus shipping. Looking today there is hardly an auction for any of the popular target powders, leads me to believe the opportunists are having trouble finding product to sell.

Who makes the powders which go in commercial (ie Remington, Federal, Winchester) shells? Given that the ammo makers are all going all out to produce what they can (don't forget about Homeland Security's purchase of millions (billions?) of rounds). Is it possible that there is not enough powder-making capacity at this time?

I believe they get it from the same places we do. Perhaps a different mixture but I'll be it's supplied by Hodgen, Alliant ect. I know from talking to RST I'm using the same powder in my 16's that they do. Some of the more popular rifle powders 4350 and H380 were bulk military surplus powder.

I must plead guilty on both counts. Whenever I have the "opportunity" to buy some usable powder at a fair price, I buy it!

My resulting sin is that I then "hoard it" with the intention of using it myself!
