I can't be sure, but it it looks very much like a gun I owned in the late 80's or early 90's.
I bought a 16g from the Hartman brothers (Elmira Arms) at a Harrisburg gun show.
It was in poor condition. They recommended a gunsmith in southern NY for a restoral.
I believe it was the Hammond company.
Your gun could be it.
