Replacing one would usually mean replacing both if you want them right and matching.
Welding that one would mean annealing it, welding it and then hardening it again when all is done.

Dave matches a single hammer very nicely and besides, if he couldn't match them perfectly to the finest detail of engraving, you can't see them both at the same time when they're on the gun.

If you weld the hammer you should anneal it after welding as the weld draws carbon from the casting and becomes hard where the dissimilar materials meet. Some welders prefer to weld castings with stainless steel rod which is a big taboo.
