Default Barrel work

I would like to have some Damascus barrels re-done. Who is the go to person for a barrel work? I would like to use someone nearby the DC/VA area but I am willing to ship barrels wherever if need be.

On another note I am wondering if a stock head transplant is possible. I have a stock whose head has been destroyed but the stock is intact up to the neck. If a head could be created to join with my butt, I could keep the original gun mostly intact. The original wood is beautiful and is from in a very early lifter, SN:1351 Any thoughts?
