George ... I have no idea why the zero (0) was used at the front of the serial numbers ... Austin Hogan and others may know ... And the reason may be in The Parker Story as well ... And Please check your PM's for a note on another subject.

My guess is the feds. may require a minimum numerals in the firearms' serial number.

We don't know anything for certain, but the longest lived theory is that the contractors identified their work by the 0 or B before the serial number.
