Yes, they are not real difficult haven't had mine apart for long time. Seems like it took a couple of goes though to get it right. You need to fix your Utah had me scratching my head for a little.

I am trying to think of what the issue could be. The lifter mechanism is very simple with little parts to it.
Something sounds to be preventing the bolt from closing all the way. Maybe the retaining screw in the bolt is not seated all the way and it is hitting the frame when the bolt moves forward. ??

I have seen that happen with a burred up screw head on the bolt. Could he have forgot to put the spring back in?

No. a left out spring would mean No movement at all. Maybe a broken off, thus shortened, spring.

The gunsmith I use is very good. Used him for over 10 years. Before I take it back to him I was hoping someone could tell me what to look for. Possibly the coil spring that the lifter pushes against is kinked or smashed?

Take it back, you might accidentally ruin the gun, remember
